Citizen Charter

With the decentralisation of powers, the powers and responsibilities of Grama Panchayats have increased considerably. As local governments that function closest to the people, Grama Panchayats are continuously approached by the public for a wide range of matters related to their day-to-day lives. It is the responsibility of Grama Panchayats to ensure that services are provided to the people in accordance with their priorities and within the stipulated time.

One of the fundamental principles of the Kerala Panchayat Raj Act is that the administration of Panchayats should be transparent, efficient, and people-oriented. The principle of transparency has been adopted to legally ensure the right of the people to know about all administrative, developmental, and regulatory activities and to participate in them.

Due to a lack of awareness about the functioning of offices, the services provided by them, and the procedures and requirements involved, people are sometimes unable to get their issues resolved from the offices in a timely manner. This Citizen Charter is intended to address this deficiency by helping the public understand the services available, the procedures for obtaining those services, and the stipulated time limits for delivering them. It is also intended to ensure that public services are provided accurately, efficiently, and within the prescribed time frame.

The Panchayat expects that, within the limitations of the Grama Panchayat office system and other institutions that undertake and implement various development activities, it will be able to fully safeguard the legitimate rights and interests of the people of the Panchayat.

The Citizen Charter, prepared in accordance with Section 272(A) of the Panchayat Raj Act and brought into force with effect from 01-04-2010, has been periodically updated with the necessary amendments as prescribed by the rules. We are pleased to present the updated Citizen Charter before the general public.
